On July 22, 2026, the Pakistan National Tariff Commission issued a notice (case number ADC76), responding to the application submitted by the Pakistani producer Zenith Packages Industries (Pvt.) Ltd. on June 30, to initiate an anti-dumping investigation into the composite aluminum foil originating from or imported from China.
I. Subject Products and Investigation Period
Pakistan customs tariff code 7607.1990 and 7607.2000; the composite aluminum foil includes cold-formed foil and tropical aluminum foil (Alu Alu Foil including Cold Forming Foil & Tropical Foil).
The investigation period is from April 1, 2025 to March 31, 2026, and the injury investigation period is from April 1, 2023 to March 31, 2026.
According to the investigation procedure, the preliminary ruling is expected to be made within 60 to 180 days from the filing date; the final ruling is expected to be made within 180 days after the announcement of the preliminary ruling.
Interested parties should submit relevant materials within 45 days after the announcement is issued.
II. Trade Volume and Trade Value of the Subject Products
The scale of Pakistan's import of the subject products is basically stable, mainly from China. In the past three years, the import volume has remained at around 0.9 million tons, 9,324 tons in 2025, accounting for 49.7% of Pakistan's total imports of 7607; the import value has remained at around 0.5 billion US dollars, 0.56 billion US dollars in 2025, accounting for 82%.
The import volume of the subject products from China has remained at around 0.7 million tons, 7,758 tons in 2025, accounting for approximately 83% of the total import volume of related products in Pakistan; the import value has remained at around 0.4 billion US dollars, 0.46 billion US dollars in 2025, accounting for 82%.
1. 7607.1990 Uncoated aluminum foil that has undergone rolling and further processing
Over the past three years, Pakistan's imports of "7607.1990 Uncoated aluminum foil that has undergone rolling and further processing" have remained at around 50,000 tons, and in 2025 it will be 5025 tons. Among them, imports from China have remained at around 40,000 tons, and in 2025 it will be 4418 tons, accounting for 88% of Pakistan's total imports of this product. In terms of import value, Pakistan's imports have remained at around 30 million US dollars. Among them, imports from China have been basically stable, and in 2025 it was 0.28 billion US dollars, accounting for 84%.
2. Backed aluminum foil under the code 7607.2000
Over the past three years, Pakistan's imports of "7607.2000 backed aluminum foil" have remained at around 40,000 tons, and in 2025 it was 4,299 tons. Among them, imports from China have remained at 3,000 tons, and in 2025 it was 3,341 tons, accounting for 78% of Pakistan's total imports of this product. In terms of import value, Pakistan's imports of "7607.2000 backed aluminum foil" have remained at around 20 million US dollars, and in 2025 it was 23 million US dollars. Among them, imports from China were 18 million US dollars, accounting for 79% of the total imports of this product in Pakistan.
III. Relevant Notes
The tax number of the involved products (7607.1990) does not exactly correspond to the Chinese tax number. Under the Chinese tax code 7607.19, only one category of products (7607.1900) is included, covering a larger range of products than the involved products; while under the Pakistani tax code 7607.19, there are three types of products (7607.1910, 7607.1920, and 7607.1990). Export enterprises should pay attention to the product description to confirm whether the exported products are involved.
